			<content:encoded><![CDATA[<p style="text-align: justify;">Bhutan Innovation and Technology Centre (BITC) at Thimphu TechPark is pleased to announce that it is conducting a nationwide Business Idea Competition called ‘Business Idea Competition of Bhutan 2012’<span id="more-510"></span>with the support of Department of IT and Telecom, MoIC and World Bank, to encourage and promote innovators and entrepreneurs and raise awareness on innovation and entrepreneurship in the country.</p>
<p style="text-align: justify;">Therefore, BITC invites all people, including non-Bhutanese residing in Bhutan, having innovative ideas and a desire to take up entrepreneurship as a career choice to send in entries for the ‘Business Idea Competition of Bhutan 2012’<strong>latest by Sunday, 17 June 2012.</strong></p>
<p style="text-align: justify;">The business idea should be submitted using the prescribed form which can be downloaded from here. <p style="text-align: justify;"><strong>Selection Process:</strong></p>
<p style="text-align: justify;">All submitted entries will be rigorously studied and analyzed by experts hired by BITC, and at least 10best entries will be selected and forwarded to the next round.</p>
<p style="text-align: justify;">In the next round, the entries selected in the first round will be further analyzed by a group of judges to select the top 10 and to 3 entries. The proponents of the selected entries maybe invited to make a presentation.</p>
<p style="text-align: justify;"><strong>Incentives and Prizes:</strong></p>
<ol style="text-align: justify;">
<li>Out of the 10 best entries selected by the judges, attractive prizes will be awarded to the top three entries.</li>
<li>The remaining 7 entries will receive certificates and special consideration for entrepreneurship development programs in the country.</li>
<li>Some of the best 10 entries will be featured in the Bhutanese newspapers along with the profile of the proponents.</li>
<li>The 10 best entries will be granted one year membership of Thimphu TechPark at no cost, and they can avail all privileges of the membership such as being invited to events and workshops and discounts on service charges.</li>
<li>Some of the best entries will also be forwarded to various agencies involved in entrepreneurship development programs such as Loden Foundation, Ministry of Labour and Human Resources, Association of Bhutanese Women Entrepreneurs, Youth Development Fund etc. for special consideration for funding and other support,</li>
<li>Some of the best 10 entries will be screened and forwarded to the Selection Committee of BITC for incubation in the BITC incubator.</li>

<p style="text-align: justify;">Class XII passed (Science with Biology passed) students may apply to the Human Resource Development Division, Department of Human Resources, MoLHR with the following documents on or before <strong>28<sup>th</sup> May 2012:</strong></p>

<li>Copy of Citizenship Identity Card</li>
<li>Copy of Valid Medical Certificate</li>
<li>Valid Security Clearance Certificate</li>

<div>There are 54,821 foreign workers with work permits and at the least 20,000 day workers in Phuentsholing, Gomtu, Samtse, Samdrup Jongkhar and other border areas. With 74,000 expatriates workers there is a rupee outflow of more than Nu 7bn a year.<span id="more-479"></span></div>
<p>This was stated by the labor minister, Lyonpo Dorji Wangdi in a conference held on 3rd May during which he emphasized the importance and necessity of creating a skilled work force to drive and sustain the country’s economic growth.</p>
<p>He said the present situation depicts the dearth of a skilled workforce in the country, “therefore to curb the rupee outflow, creating our own skilled work force is vital”.</p>
<p>But in-country trainings such as technical and vocational training Institutes are left under capacity.</p>
<p>However, the labor minister said that in the last couple of years, the number of applicants has been increasing and around 1,200 Bhutanese youth registered for technical training this year.</p>
<p>Recently, 11 technical training instructors left for diploma in technical instruction to Nepal in order to upgrade their skills.</p>
<p>Upgrading the qualification of technical training instructors to diploma level was one of the main objectives of the labor ministry in the 10th Five Year Plan (FYP).</p>
<p>This was to promote quality technical and vocational training which would attract more applicants to the field.</p>
<p>The first batch of 11 technical training instructors was sent for diploma courses to Nepal in 2010, 13 of them in 2011.</p>
<p>However, the Director of Occupational Standards (DOS) under labor ministry, Sangay Dorji said that technical training institutes (TTIs) remaining under capacity was mainly because of lack of counseling and school education programs.</p>
<p>“The labor ministry will be reviving the counseling session and it has already been initiated in Trongsa and Bumthang,” said DOS Director.</p>
<p>“The labor ministry and Royal University of Bhutan (RUB) have come up with a framework whereby a student after grade X can choose either general or technical vocational education,” said the labor minister.</p>
<p>Now TTI graduates will also be accepted for diploma and degree courses under RUB colleges.</p>
<p>“RUB announced 15 seats for TTI graduates under Jigme Namgyel Polytechnic (JNP) in Dewathang,” said an official from the labor ministry.</p>

<p>Eligible in-service candidates from the Private and Corporate sector are invited to submit their applications to the HRD Division, DHR, MoLHR on or before <strong>May 17, 2012</strong>.  Applicants must fulfil eligibility criteria prescribed in the <em>Guidelines for HRD Support to the Private and Corporate Sector.</em></p>
