The Opening ceremony of the National Graduate Orientation Programme, 2009 was graced by Lyonpo Dorji Wangdi, Minister, Ministry of Labour and Human Resources. The opening day of the National Graduate Orientation Programme 2009 began with the marching ceremony. In his address to the graduates, Lyonpo Dorji Wangdi highlighted the objectives of conducting the orientation programme. Besides, he also shared his views on the labour market situations of the country, the challenges and the measures in place to overcome those challenges.

Unemployment at 4 percent

Labour minister Lyonpo Dorji Wangdi said, “ The rate has gone up as projected and it’s not an abnormal trend, but now we have to change the trend and bring down unemployment rate to 2.5 percent by 2013, by creating jobs in various sectors like tourism, ICT, etc.”

Blue collars in business

Since the labour ministry started the vocational training institutes (VTI) in 2003 to realise self-sufficiency in skilled manpower and to cut unemployment, there are more than 1,500 unemployed graduates. The figure may be alarming, but employed graduates say that, with a little bit of effort, hard work and help, the scenario could change and even provide better opportunities for VTI graduates.

Lucky dip was a lapse

Lyonpo Dorji Wangdi said that the ministry is working towards a better method to recruit skilled workers. “The ministry gained the confidence of all VTI heads, during the first bi-annual VTI conference in July this year, to have a uniform and standard evaluating system,” he said. “All VTIs will soon have a common examination, both practical and theory, to test and grade skilled workers.”

Luck, not merit, gets job

When Punatsangchu hydroproject I was finalised, the job prospects it offered came to the rescue of many unemployed vocational graduates from institutes around the country. For Sonam Dema (name changed on request), it was a motivation to work harder and top the class so that she would be preferred when looking for a job. Sonam came fifth in her class and was confident that she would get the first job offer. On August 4, standing in a hallway of the labour ministry office in Thimphu, Sonam was ruing her fate. She was not among the 10 “lucky” graduates selected.

Ladies need not apply

The labour ministry recently submitted a list, containing both male and female applicants, to the construction company for 15 vacancies in the wet sweeper category. Wet sweepers are employees, who clean bathrooms. HCC rejected the list on the grounds that it was against company guidelines to employ women.
