Objectives
To facilitate availability of appropriate human resources to the economy and promote gainful employment for the Bhutanese workforce, in particular, those who are literate and skilled,

To ensure efficient use of human resources, particularly the literate and skilled by all sectors of the economy,

To facilitate creation of employment opportunities by developing appropriate policies on employment and labour,

To promote a harmonious labour relations through drafting of appropriate labour laws, rules and regulations,

To facilitate private sector development through planning and implementation of its HRD programmes and recommending policy interventions,

To minimize mismatch between supply and demand of human resources through skills development policy interventions,

To create an enabling environment for safe, secure and productive working conditions.

Strategies
Formulization and recommendation of human resources, employment and labour related policies and plans in accordance with the national socio-economic development policies and objectives,

Promotion of harmonious and stable labour relations through promotion of work place conciliation and mediation and arbitration where necessary,

Reviewing of national employment and labour situations with projections, trends and issues and dissemination of labour statistics for informed decision making,

Formulation and recommendation of policies and plans related to optimal use of workforce,

Drafting of appropriate labour laws and employment rules and regulations governing conditions of employment,

Drawing up wage and salary guidelines, working conditions, employment and labour standards, including health, safety, compensation, benefits and social security standards,

Establishing an efficient Employment Exchange services on a nationwide basis,

Promoting optimal balance between supply and demand of human resources by providing guidance to agencies responsible for HRD,

Promoting and supporting programmes aimed at development of skills in line with changing labour market situations, technology and globalization,

Conducting researches on issues related to employment and labour.

Roles, Responsibilities and Functions

Policy Making and Planning
Advise the Royal Government on policies and plans related to optimal use of national workforce;

Advise the Royal Government on policies on employment of migrant and expatriate workers;

Formulation and recommendation of human resources, employment and labour related policies and plans in accordance with national socio-economic development objectives and policies;

Formulation of human resources development plans for sectors outside the civil service and co-ordination of their implementation;

Executive
Promotion of harmonious and stable labour relations through mediation and arbitration where necessary;

Review of national employment and labour situations with projections, trends and issues;

Collection, collation, analysis and dissemination of labour statistics;

Maintenance of the Labour Market Information system;

Review of existing staffing plans and patterns as well as future business plans of corporate and private-sector organizations;

Review of employment practices of corporate and private-sector organizations and monitor compliance with prevailing policies, rules and regulations;

Drafting of appropriate labour laws and employment rules and regulations governing conditions of employment, including employer and employee rights, duties, dismissal, retrenchment, arbitration, working hours, leave, training, post retirement benefits and so forth;

Establishment of wage and salary guidelines, working conditions, employment and labour standards, including health, safety, compensation, benefits and social security standards;

Enforcement of labour laws, standards, rules, regulations and conditions of employment through notifications and inspections;

Co-ordination of recruitment and placement of skilled and unskilled workforce outside the civil service;

Provision of Employment Exchange services on a nationwide basis with the primary responsibility of providing job information and employment guidance and counseling and facilitating the efficient matching of job vacancies and job seekers' skills;

Promotion of optimal balance between supply and demand of human resources by providing guidance to agencies responsible for HRD;

Promotion and support to programmes aimed at development of skills in line with changing labour market situation, technology and globalization;

Co-ordination of implementation of HRD policies and plans approved by the Royal Government
