The Ministry of Labour and Human Resources (MoLHR), in pursuance to the Labour and Employment Act of Bhutan 2007, would like to notify that any employer laying off their employee must comply with the Section 91 clause (a), (b) and (c) of the Act. In case of lay off, employers are required to submit a written notification to the Chief Labour Administrator (CLA), MoLHR. This is to notify all the employers that, those who wish to bring in the professional/skilled foreign workers during the wake of COVID-19, the employers/Foreign Workers Regional Agents (FWRAs) should apply through LabourNet system using the valid Passport/Voter Card only. Besides the normal requisite, the employers have to fill up the undertaking form available here and submit its scanned copy.

In line with the Clause 11 of the Recruitment and Management of Foreign workers 2012, the Occupation of Carpenters in Furniture Houses falls under Closed Category.
